OK.  Next step in Terminal, also all on one line:

/usr/texbin/tlmgr update --list --machine-readable --repository http://ftp.math.purdue.edu/mirrors/ctan.org/systems/texlive/tlnet

This should work, according to the TLU log that you posted; you can list updates, just not install them, correct?  If that works, pick a single package and try this, e.g.,

sudo /usr/texbin/tlmgr update beebe --machine-readable --persistent-downloads --repository http://ftp.math.purdue.edu/mirrors/ctan.org/systems/texlive/tlnet

(where beebe is the name of one of the packages that is available for update; any package will do here).
