Of course! Without a Fontmap file gs cannot convert PS or PDF files containing locally available fonts because it wouldn't find their (font) files for some needed rasterisation. For example, if you'd use in some graphics file Latin or Computer Modern fonts, or some more elaborate ones from the TeX distribution, Ghostscript would need to substitute them – with Courier/NimbusMonL. ImageMagick would fail as well when it would need to delegate conversions to Ghostscript.
It is essential to add to the installed Fontmap file lines like:
(Fontmap.AMS) .runlibfile
(Fontmap.CM) .runlibfile
(Fontmap.local) .runlibfile
You see, the AMS and CM fonts are already integrated into (supported by) Ghostscript, you just need to switch them on.
