Dear Don Gren dragon and Alan Munn,

Thank you for your reply and help, they helped me resolve my issues.

Using \renewcommand{\foottextfont}{\normalsize} and \DoubleSpacing* in the preamble let me properly format my footnotes in the memoir class per the requirements of my editors.
