Actually it WAS used after prerelease and release TL2009.

/usr/local/texlive/2009/texmf-var/web2c/tlmgr.log

shows a lot of "universal-darwin" updates and similar binary updates
on other platforms (like x86_64-linux). It was never used in the
released version
