The "root" syntax is supported by Latexian (http://tacosw.com/latexian/help/preview/preview.html#previewfile).

I will consider your request for the "encoding" syntax to be supported as well.  Latexian does have advanced text encoding support (http://tacosw.com/latexian/help/editing/textencodings.html).  You can specify an encoding when you open a document or in Latexian's Get Info panel.  Latexian will then remember the encoding for the document.
