No.  However, the man page does say this:

WARNING: The defaults command will be changed in an upcoming
                major release to only operate on preferences domains.  
General
                plist manipulation utilities will be folded into a  
different
                command-line program.

...so I wouldn't rely on it continuing to work.  Using

plutil -convert xml1 -o - ~/.MacOSX/environment.plist

would be safer.
