\multirow uses *text* – and maths is no text. This cures your problem:

        \multirow{2}{*}[1.4ex]
        {$
          \left(
            \begin{array}{c}
              b_1 \\
              b_2 \\ [0.3ex]
              b_3 \\
              b_4 \\
            \end{array}
          \right)
        $}

How about setting the bigger 0 as non-maths: $\Large 0$ ?
