[OS X TeX] Context on TeXshop

A couple more questions which I'd kind of like to get MacTeX user input
on in addition to the general TeX information.

Is it advisable to run tlmgr regularly to update everything?

What is the intended relationship between ongoing updates via tlmgr and
the more-or-less annual release cycle? For example, if one updates
everything regularly, will a TL 2008 tree gradually evolve into a TL
2009 tree? Or are there some fundamental elements which will be updated
only by a YYYY release?

Is it advisable or safe to *remove* packages with tlmgr (or in some
other way)? If so, will tlmgr reinstall these if asked to update
everything or will it remember not to?
