I don't think that this policy has anything to do with security but  
with the fact that P2P software can be used for downloading  
copyrighted materials with no licence.

But actually BitTorrent is a an efficient way to distribute large  
files with a lot of people or distribute a large file to a lot of  
mirrors at the same time. And like most networks, it is getting better  
when you add one more node.

Maybe an idea for 2009, distribute MacTeX via BiTorrent to the mirrors.
