I don't think TeX likes ~ in filenames.  If you 
want to keep it where it is, change the name to 
/Users/<yourname>/Documents/bib

Alternatively, put your master bib file in ~/Library/texmf/bibtex/bib

and then every document will find it with \bibliography{master}
