Yes. Or, actually, 'sudo fink install pdftk.' Before your next try  
you could invoke

	sudo fink configure

Then add some verbosity to see more of what is happening. The  
packages built are "listed" in a directory of sym-links: /sw/fink/debs.

It's also possible to configure fink (or make it for this time, -b, -- 
use-binary-dist) to prefer binary packages that don't need local  
compilation. This is not guaranteed to work for all packages.
