Yes, it does. What is more ftp: could be returned in the standard mirror request
% tlmgr --location=http://mirror.ctan.org/systems/texlive/tlnet/2008
update --list
tlmgr: installation location ftp://ctan.cms.math.ca/systems/texlive/tlnet/2008
and both very "primary"
%tlmgr --location=ftp://ftp.tug.org/texlive/tlnet/2008
and
%tlmgr --location=ftp://ftp.tex.ac.uk/ctan/ctan/tex-archive/systems/texlive/tlnet/2008
are ftp servers
"There's a new location ftp://tug.org/texlive/tlcritical which contains
the critical packages (bin-texlive and texlive.infra), updated nightly
from svn. "
It is not "new" anymore.
