I just tried two different addresses. The one listed at:
http://ctan.org/tex-archive/CTAN.sites
which gives:
loon:Desktop gray$ sudo tlmgr option location ftp://carroll.aset.psu.edu/pub/CTAN

unusable location ftp://carroll.aset.psu.edu/pub/CTAN/tlpkg/texlive.tlpdb
, could not load any packages
Cannot load TeX Live database from ftp://carroll.aset.psu.edu/pub/CTAN
at /usr/texbin/tlmgr line 2110.
and the one you show above, which gives:

I wonder if this is ftp versus http related?
