Sorry, my advice was wrong. It's

/usr/local/texlive/texmf-local/bibtex/bst/apacite/

not

usr/local/texlive/texmf-local/tex/bibtex/bst/apacite/

Not sure what got inside me, too hasty cut-and-paste probably.
