Yes... and no
The question is not only to translate amstex into amslatex, but also  
plain tex macros into some latex counterpart.
Some people here are still using plain tex. In fact they use latex  
most of the time, except for specific tasks for which their own  
personal plain tex environment is actually more efficient than  
anything else. In their situation, moving to a new tool is a  
nonsense: no better result, and some lost time.
