The book doesn't seem to be announced on the Springer site but there  
was a CTAN announcement of some sample sections and associated files:

Math and Text Symbol Tables
Location on CTAN: info/examples/Math_into_LaTeX-4/SymbolTables.pdf

The Short Course is copyrighted, but can be freely distributed.
