These two TeX variables have some influence on hyphenation:


I am not sure how they work, i.e. whether \hyphenpenalty adds  
(biases) the penalties summed up until a possible line break  
position, or whether it's the new reference value.

Have you thought of changing the font size by one or two tenths of a  
point? This is, IMO, more reasonable. Or changing text width. Or the  
font used. These means can be restricted to a region ...

The best choice is probably to use micro-typography.
