Have you installed ImageMagick? There is an i-Package available.  
Maybe MacTeX also offers it.

No, it's a different package. A long time it was maintain by a  
German. Maintenance ended in 2002/2003. TCO browser says some /Ross  
Moore/ is now maintaining it since last winter (how he must have  
felt), but there is no new source shown.

The htlatex command comes from the tex4t package by Eitan Gurari.  
This software is contained in the (te)TeX or TeX Live based i- 
Packages and also in MacTeX.
