Alpha mostly guesses the correct mode from the extension, but it
also understands emacs first line syntax like  -*-Mode: Foo-*-
or just -*-Foo-*- , as well as unix bangs, including env tricks.

As for format, there is a guess-format-from-log mechanism you can
turn on, in which case the log file (if complete) is scanned to
figure out how to invoke tex.  (Of course you have to use the
correct invocation the first time, manually.)

There is also a guess-document-root flag: if turned on, nearby log
files are scanned to figure out what the root file is for a multi-
file tex job.

(There are two other features based on log-file scannning: 
automatically determine next action, and the error browser.  
The log file is really a gold mine of useful information.)
