Neither!

TeXShop seems to read the first instance of ``%%!TEX TS-program´´ and  
stops further reading, taking the engine value set (and if you set  
the value to ``this.engine´´ TeXShop will look for a file  
``this.engine.engine´´).

You could implement in the engine file a check whether the file name  
contains the string ``draft´´ or ``copy´´ and then invoke a  
particular invocation. A case statement might be a good choice for  
this ...
