You could edit the .aux file by hand...
\@writefile{toc}{\contentsline {section}{\numberline {10}REFERENCES}
{10}}
(Make sure to put it in the right section number)
The only problem with this approach is that you will have to edit
the .aux file again any time you want to recompile.
