It used to be: an update of teTeX (now defunct) or (less nice) me
putting it in texmf.gwtex (after someone has asked me) and updating.
It will be: when it is updated in TL. But I am still working on the
transition.

When the tex.ii2 is updated one can inspect the README and the
ChangeLog inside.
