I disagree. This is completely beyond ME!

I have NO idea which of the stuff in texmf.local I have put there at  
some time in the past, for some particular reason, and which was put  
there by the system. I cannot possibly tell which to move by hand.

This is like the old argument about garbage collection "memory  
management is too important for the computer to do it automatically"  
vs "its too important to trust the programmers to do it". :-) I'm in  
the LISP / Java camp on this one... :-)
