[OS X TeX] xelatex.fmt not found

My guess is that reinstalling XeTeX did not result in recompiled formats.
Maybe something went wrong (e.g. a hyphenation pattern file has been
activated that it incompatible with XeTeX) and you can see that in the
i-Package subprocess output tab.

I would suggest running the configure phase of the XeTeX i-Package again
(checking the output of the subprocess) or on the command line you could
say

sudo -H fmtutil-sys --byfmt xelatex.fmt

After which the format xelatex.fmt should have been created in
texmf.local/web2c if nothing goes wrong.
