[OS X TeX] MacTeX and LaTeX package documentation

I've recently installed MacTeX, and I thought I'd take a look at the
current documentation for Babel.

The thing is, the documentation does not appear to have been included
with MacTeX:

Is this as it's supposed to be?  If so, what's the approved method of
getting the documentation?

What I did was grab the current Babel from CTAN and installed it in my
local system-wide texmf tree, rebuilding all formats with sudo -H
fmtutil-sys --all, and then typesetting and printing the documentation.
But it seems a lot of bother just to get the documentation - is this how
it's intended?
