As Morten said, you can use \allowbreak. Try latexing this:

\documentclass[12pt]{article}

\renewcommand{\,}{,\allowbreak}

\begin{document}

This is a test: $\{x_1\, x_2\, x_1\, x_2\, x_1\, x_2\, x_1\, x_2\, x_1
