In general, of course, yes.

I don't get it. This reminds me of the argument: No gun control because 
guns don't kill, people do.

Now I understand why Cauchy would not read Galois' letter: he treated 
him like a spammer.

My point is the following.

I am a failed mathematician but I still owe a debt to society inasmuch 
as it gave me my chance. So, I am always on the lookout for  students 
who will end up being better mathematicians than myself. Their 
handwriting is usually pretty bad but I am not about to complain any 
more than a physician would about the bad health habits of her patients. 
And I consider that I owe it to the other students too to achieve their 
potential to the utmost. (Hence the magnum opus.)

I understand that Galois' handwriting must have been hard on the eyes of 
poor Cauchy but it incumbed on Cauchy to read Galoid anyhow.
