sorry this is fairly unspecific, just an observation.

I've never noticed an xml format which allowed nested comments of the  
form <!-- comment <!-- comment 2 --> -->. I don't know if it's a  
general limitation of xml though.

I think in general there's another type of comment which looks like  
this: <![IGNORE[ ... ]]> and which can contain other comments.  
Specifics might depend on the particular DTD though - I don't know  
for .plist files.
