Are you speaking of the harvard package from CTAN at <http://
www.ctan.org/tex-archive/biblio/bibtex/contrib/harvard/>?

No Makefile there, only .bst and .sty plus doc files:

Portable-de-Bruno:harvard brunovoisin$ ls -l
total 184
-rw-rw-r-- 1 brunovoi staff 22629 Jul 20 1992 agsm.bst
-rw-rw-r-- 1 brunovoi staff 22790 Jul 20 1992 dcu.bst
-rw-rw-r-- 1 brunovoi staff 584 Jul 20 1992 harvard.bib
-rw-rw-r-- 1 brunovoi staff 2409 Nov 15 1993 harvard.description
-rw-rw-r-- 1 brunovoi staff 2838 Nov 25 1993 harvard.sty
-rw-rw-r-- 1 brunovoi staff 5960 Nov 25 1993 harvard.tex
-rw-rw-r-- 1 brunovoi staff 22553 Jul 20 1992 kluwer.bst

I'm not using it myself, but logically things should go as follows
(beware this is ~/Library/texmf/, not ~/texmf/):

- .bst files to ~/Library/texmf/bibtex/bst/harvard/

- .sty file to ~/Library/texmf/tex/latex/harvard/

- documentation files harvard.bib, harvard.description and
harvard.tex to ~/Library/texmf/doc/latex/harvard/

You can then procduce the documentation by:

- Downloading a4.sty from <http://www.ctan.org/tex-archive/macros/
latex209/contrib/misc/> and installing it in ~/Library/texmf/tex/
latex/misc/

- LaTeXing harvard.tex, BibTeXing harvard.aux, then LaTeXing
harvard.tex again twice (I think).

Hope this helps,
