Here is an error. No: there are two errors!

Dvips -P *can* print to a particular printer – in case there exists a  
file config.<printer queue name> that feeds the dvips output to that  
queue.


The printer's handbook or its PPD file should contain the PostScript  
code to switch to duplex. It can be put into a duplex config file.  
Dvips can load that. There is a dvips info file that explains it all.

If you cannot find documentation, then you need to use Printer  
Utility to switch the printer from single to duplex; and back. You  
can "snoop" the contents of the IP packets and have the code to  
switch and to switch back
