Typesetting SGML (or XML if you want the cleaned-up, stripped-down,  
gussied-up version with the sexy name and marketing appeal) is  
straight-forward enough and has been tackled in a _lot_ of ways (most  
notably ConTeXt as you indicated --- Hans Hagen has done some  
fabulous presentations on this for TUG and the articles in TUGboat  
are pretty cool as well), for a more nuts-and-bolts approach look up  
Jeff McArthur's writings on this (for TUGboat and posted to usenet  
ages ago).

The most interesting LaTeX/author-oriented one to my mind is Robert  
Hammond's GELLMU, but it's also notable that LyX can work as a  
docbook authoring system as well.
