Howdy,
Maybe we're both right :-)! Inside package files the @ is treated as
just another normal character (so it can be included in command names
without terminating the name) while outside of the package files it
becomes a symbol so it terminates the command name (\@ is a command
and \@a is the command \@ followed by an `a' since `other' symbols
terminate the command).
