The point is, ASAICT, that the command-line latexdiff tool that this  
calls generates a LaTeX document that when compiled shows visually  
what changes have been made. So if you make changes to someone's tex  
file, you can send them this and they will be able to see immediately  
what has changed and where. At the end of: http://www.tug.org/tex- 
archive/support/latexdiff/latexdiff-man.pdf you can see the kind of  
output produced.
