[OS X TeX] Correct page numbers without hyperref

Hello all,

I would like to have Preview (or Acrobat) display the correct page  
numbers when opening my the pdf version of my document (a "report").  
That is to say, I'd like the Front Matter to be numbered i, ii, iii,  
etc. And page 1 only start on the first page of Chapter 1.

Normally I'd do this with the hyperref package's "pdfpagelabels=true"  
option. But unfortunately hyperref conflicts with the apacite  
package, so I have abandoned using it.

Does anyone else know of another way of getting this behaviour  
without using hyperref?
