This suggests your "quick pass" was perhaps too quick. At least, I've had no difficulty opening a PDF with Illustrator and editing that PDF. 

Now I am not a graphic artist and my editing needs are likely very minimal compared to yours. Also, particularly for a multipage PDF, I would not classify the interface as one that allows for quick editing. But it is quite different thing to say the editing allowed doesn't meet your needs than to say Illustrator can't open a PDF for editing.
