Yes. Definitely it was  fc-cache  taking ages to complete.
Since I really just wanted to test the command-line capabilities,
I mustn't have let fc-cache run to completion. I tried several
times, with and w/out X11 already up, and even tried fc-cache
separately on the command-line. Presumably one instance eventually
finished.

Yep; looked briefly at this.
Didn't see anything there that would silence those messages.
I did try setting the locale explicitly; viz.

export "INKSCAPE_LOCALEDIR=$TOP/usr/share/locale"
export "LOCALE=C"

but that gave no change.

Now that the GUI is working, I don't get this behaviour.
The document window is placed OK, and is moveable
just like any other. When a document is front-most, it has the X11
menu-bar, rather than the one for Inkscape itself. That is minimal,
with just a single drop-down for hiding and quitting the App.

Inkview  might be useful, but GraphicConverter displays .svg files,
albeit only as a bitmap. Also, there's an Adobe plug-in that allows
SVG files to be viewed in a web-browser. This allows saving as
SVG or SVGZ (a compressed format), but not as PDF.
