I'm not sure this is connected, but would the -R0 option do the job?
As to why this new behavior, it's a TeXLive or teTeX decision AFAIK
in which we (Mac OS X TeX users) haven't had our saying.
I think Gerben or Dick recently posted a message containing this fix
(i.e. the proper invocation of dvips with the -R0 option), but I
can't find it right now.
