This sound like it might be part of TextExtras: http://www.lorax.com/ 
FreeStuff/TextExtras.html

BBEdit certainly does it all by itself, since it isn't based on  
NSTextView, and Xcode may have added the behaviour itself (possibly  
using code very similar to TextExtras, its author works on the Xcode  
team).
