TCOBrowser can't install there unless the user running it has  
permission to write.  You could run TCOBrowser as root, but I don't  
recommend that.

BTW, the wheel group is a holdover from pre-Panther days (I think),  
and there's probably nothing wrong with changing the group to admin.
