Howdy,

Are you sure your don't already have it? I already have a copy stored  
in /usr/local/teTeX/share/texmf.tetex/dvips/psfrag/ so it seems to  
have come with the latest gwTeX distribution.

If it isn't already there, I'd try ~/Library/texmf/dvips/psfrag/ to  
test it out. If that works and you want it available to all users on  
your system I'd put it into /usr/local/teTeX/share/texmf.local/dvips/ 
psfrag/ and run a

sudo texhash

in Terminal.
