True; if you use this approach, the setting change will need to be re- 
done each time you update the TeX system. If you do that very often,  
I guess it'll be a bit of a nuisance.

The alternative is to re-organize your files so that you don't have  
to "step up" the directory hierarchy with ".." in any of your  
\include paths.

(For \includegraphics, it's OK to use ".." in the path, because  
\includegraphics only *reads* files. It's when you attempt to *write*  
files -- such as the .aux files that \include creates -- in such  
locations that you encounter problems.)
