alt-#, alt-shift-# = alt-'. Aren't ``‚´´ (U+201A) and ``‘´´ (U+2018)  
more corresponding to ``„´´ (alt-^) and ``“´´ (alt-shift-^ or alt-°)?  
(\glq, \grq, \glqq, \grqq)
