No, you can also simply change the shortcuts. But first, to check  
that the problem is with the shortcut and not with the command  
itself, type ctrl+command+t, followed by "envba". Then you should be  
seeing "Insert -> Environment Based On Current Word" as the only  
option. If you don't, that probably means the language is not set to  
LaTeX, and you can fix that by shift-control-option-L (or by clicking  
the area near the bottom of the window, that has a little L in a  
circle, and selecting LaTeX from the list that pops up). If it does  
show up, pressing enter will execute it, and if it does work then  
then this tells us the problem is indeed simply with the shortcut.

To change the shortcut, open the Bundle editor by going to Bundles ->  
Bundle Editor -> Show Bundle Editor. Then find the LaTeX bundle and  
click on the arrow to its left, to disclose all the items in it  
(quite a lot of them). Look for the "Environment Based On Current  
Word" item, and select it. To the right, you'll see a line saying:  
"Activation: Key Equivalent" followed by the key equivalent in a  
field. Click on the field, and just press the key combination you  
want to be using instead of command-{. Then close the window, and do  
the same with "Command Based On Current Word" or any other command  
whose trigger you want to change. TextMate will remember your changes  
next time, and when you update it as well.
