[OS X TeX] TEXINPUTS?

You should not need to do that! In /usr/local/teTeX/share/texmf/web2c/ 
texmf.cnf HOMETEXMF is defined, which is then integrated into TEXMF  
as first element and which does not use a TeX hash file. Then TEXMF  
is used to set a few specialised TEXINPUTS variables.

TeX's behaviour is to search the whole ~/Library/texmf branch, so  
files in ~/Library/texmf/tex/latex would be found. See for example / 
usr/local/teTeX/share/texmf.gwtex/README.howtexfindsfiles.


Besides, what you set in your ~/.bashrc has no influence on TeXShop,  
which is an Aqua application and needs to learn such environment  
variables in a different way. Then TeXShop's "engines" are tcsh  
scripts, so they don't read your ~/.bashrc either.
