To cut short the discussion, I received a reply from Gerben:

dvips has received a security upgrade. I do not think what has been done
is wise, but it is there now. You need to add, I think, -R0 to dvips to be
able to read ../ inclusions. You can add dvips flags to simpdftex, see
simpdftex --help

Unfortunately, the man dvips page is obsolete and it says I should use 
Emacs.

Could somebody quickly tell me what I would have to type into the 
terminal to let emacs display the dvips man page?
