The migration assistant doesn't do anything with your TeX and Ghostscript
installation (in /usr/local) AFAIK. It does do soemthing with TeXshop, so
the problem might be there.

Try first if things work in Terminal:
Open a Terminal window and give the following commands:
(Substitute the directory where your LaTeX file resides for "Your
directory", and substitute the filename of your LaTeX document for test.

cd "Your directory"
latex test
dvips -o test.ps test.dvi
open test.ps
