Yes: use latex.
Sorry, I don't know the intrinsics for that, I only remember that when
I first used CMacTeX's pdftex or pdflatex on Mac OS 9 two ConTeXt files
always were included for no obvious reason:
texmf/tex/context/base/supp-pdf.tex
texmf/tex/context/base/supp-mis.tex
Of course I searched for that and found pdftex.def which includes
supp-pdf.tex, if it exists on the system. There is some old
relationship between ConTeXt's Hans Hagen and pdfTeX's Han The Thanh.
Indeed I started to use pdfTeX when I saw a demo of ConTeXt with
microtype features and pdfTeX. Maybe the pdfTeX folks just re-use code
that was developed for ConTeXt, to understand the ConTeXt MAP files? Or
to provide PDF \specials? TeX isn't my native language ...
