Latexdiff can compare two files and create a reasonable output as a
third file ... an entry to automate such things.
Since I think there are only some macros in memoir, the vertbars, and
of course the changebar packages, and the latter ones are pretty old
and kind of unsupported and not (yet) supporting pdfTeX, it shouldn't
be that difficult to teach TeXShop hilighting of the marked-up text by
using background colour, a stipple, or such means. Could become an
impressive feature!
WinEDT has the option to keep via RCS different versions of a LaTeX
source. Once you like, it can compare them and create via changebar a
comparison!
