[OS X TeX] Using Babel with I-Installer tex installation

Hello,

I am having trouble using babel with an xelatex document. The document 
contains the following in the preamble:

\usepackage[english]{babel}

This generates the following error message:

!LaTeX Error: Unknown option 'english' package for 'babel'. However, 
the english language definition file does exist, so I am puzzled as to 
why this won't work.

This is what I know:

(i)	I have english.ldf in my tetex tree, under /tex/generic/babel;

(ii)	I have a full babel directory in my ~/Library/texmf tree;

This is what I do not know:

(iii)	Whether babel installed with the i-Installer tex installation? I 
looked into the appropriate file tree (/usr/local/share/texmf...) and 
did not find any babel directory;

(iv)	Whether I have babel in my ~/Library/texmf tree correctly 
installed;

(v)	Whether there additional format files that I need to create for 
this to work.

Thanks to whomever can tell me what I am doing wrong.
