I'm just going to nitpick on a small fraction of your message.

If that happens to you, you have not installed the proper fonts.  
Either use some postscript font (times, palatino, lucida, …) or  
install some complete computer modern variant — CMSuper (available as  
an i-Installer package, includes some cyrillic characters) or Latin  
Modern (already installed, requires the use of \usepackage{lmodern})  
— if you can't live without CM.

As to why you'd want this, you actually give a good clue yourself:  
the sample text seems to be some French text, and texts with accents  
are not properly hyphenated in the default OT1, but they hyphenate  
correctly in T1. The reasons are to be found on the web.
